Led by Master's- and Ph.D.-level Principal Investigators, each with a decade or more of experience with Government and commercial research contracts, we provide analytical and empirical support for vehicle-, highway-, and driver-centered programs. Among the highlights of our work in Intelligent Transportation Systems are evaluations of emerging crash avoidance technologies, as well as human factors support for development of our own A
DAPTIRÔ real-time portable traffic control system. Current emphases of our work in Driver Testing and Training Technologies include better methods of assessing functional declines in safe driving abilities associated with aging, and the use of affordable part-task simulation to help young/novice drivers acquire safe driving skills and habits more effectively. Human factors support for Traffic Engineering Studies has long been a focus at Scientex, spanning diverse aspects of highway design, operations, and traffic control practices; this work has produced guidelines and recommendations for practitioners that have been published by FHWA and will be incorporated into updates of the Manual on Uniform Traffic Control Devices. A training program for State and Local engineers to implement FHWA-recommended practices also was developed and carried out by Scientex human factors professionals. SAFETY PROGRAM MANAGEMENT SERVICESScientex staff have supported the development and management of key safety programs at both the Federal and State levels, earning a reputation for careful analysis of program performance and for the design of innovative, cost-effective program enhancements. Under the heading of Driver Licensing Programs, we have demonstrated expertise with driver examination, reexamination, and driver improvement programs, as well as graduated licensing systems, and public information and education campaigns focused on a broad range of highway safety issues; in each area, our analyses and recommendations have produced superior tools which State DOTs have used to carry out their mandate for public safety. A complementary strength is shown by our work for NHTSA in the Occupant Protection Programs area, where our evaluations of law enforcement and education programs and field surveys of patterns of use and misuse of occupant protection devices have stimulated new public information campaigns, while contributing significantly to their content.
MOTOR CARRIER OPERATIONSFor two decades, Scientex has spearheaded systems development, research, and data and regulatory analyses in support of commercial vehicle safety. Much of our work has been in the area of Motor Carrier Information Systems. We have operated and maintained key components of FHWAs Motor Carrier Management Information System (MCMIS). More recently, we developed and implemented SAFETYNET, a Federal/State information-exchange system containing commercial vehicle crash, inspection, compliance, and enforcement data; and we are currently implementing a new generation of the system, called SAFETYNET 2000, which links traditional enforcement activities to new ITS technologies. A complementary focus at Scientex has been Commercial Vehicle and Driver Research Studies, such as a recent assessment of the crash rates of longer combination vehicles and detailed analyses of commercial carrier safety data, including preparation of annual crash and driver-vehicle inspection reports for the U.S. Office of Motor Carrier Safety. Additionally, we have conducted regulatory analyses and contributed to rulemaking actions on important topics, including minimum financial responsibility requirements and truck driver hours of service regulations. Our clients at the Federal and State levels, both in the public and private sectors, have opted to work with us time and again because of the unique combination of skills, experience, and perspective that we bring to the truck safety arena.
